Description
This is a sources sought notice and NOT a request for quotations. The purpose of this announcement is to determine potentially qualified contractors who can furnish and install the below listed products. The National Park Service, Historic Preservation Training Center, has a requirement to provide all labor, materials, man lift and/or scaffold, and travel necessary to install a permanent bird netting and a spring guard anti-roosting system for the permanent exclusion of birds infesting four separate historic buildings located in the lower town of Harpers Ferry National Historical Park, Harpers Ferry, West Virginia. The anti bird system shall not be noticeable from locations where the building is normally viewed. The areas of the proposed work are two alleys that exist between Buildings 11a and 12a, and the alley between Buildings 33 and 34. The alley between historic Building #11a (William Anderson) and historic Building #12a (Ann Stephenson) has no sun exposure, minimal ventilation, and no outlet. The buildings that surround the alley are of brick construction, two to three stories high and have multiple openings containing wooden double hung sash. The surface of the ally is comprised of stone pavement creating little to no drainage. The combination of these factors had led to growth of algae, fungi and the build-up of pigeon feces. The alley between historic building #33 (Dorian Store) and historic building #34 (Armorer's House) has some sun exposure and fair ventilation. The buildings surrounding the alley are of brick and stone construction, three to four stories high and multiple window openings containing wooden double hung sash. The surface of the alley is comprised of stone pavement and has adequate drainage. The window openings in the two alleys vary in size as follows: Building 11a, 1 window unit 33' x 55' - second story; Building 12a, 3 window units 38' x 65' - second story, 1 unit 39' x 61' - 3rd story; Building 33, 5 window units 41' x 84' - second story, 5 window units - 41' x 72' - 3rd story; Building 34, 3 window units 43' x 65' - second story, 3 window units - 43' x 65' - 3rd story. The window units shall be protected by the thinnest twine diameter with the highest possible strength for the perimeter of the window unit. At a minimum, 30 pounds is the least allowable. The cable framework shall be no larger than 1/16" diameter stainless steel and shall be attached to the masonry with stainless steel screws no larger in diameter than 3/16" and drilled 1" deep. The connectors holding the netting to the framework shall be stainless steel crimps with a maximum closed inside diameter of 3/16. Netting shall be 10/4 knotted multi twine, U.V. resistant polyethylene material in a matte black finish. Netting shall be no more than 0.018 in diameter and have a knotted square strength of at least 33 pounds, with a maximum 7/8" square mesh size. During installation, the Contractor shall protect the masonry, woodwork, and adjacent materials and finishes from damage from the work performed. The Contractor shall guarantee workmanship, materials and effectiveness of installation for a period of not-less-than five years from completion and acceptance of all work.
