- A sole source procurement is contemplated with First Point Scientific Inc, 5330 Derry Ave, Suit J Agoura Hills; Ca 91301 is the only known qualified source to perform this effort. First Point Scientific will provide tow titanium source capsules containing Radioactive Sodium-22 (a beta+ and gamma emitter with a 2.6 year half-Life) are required one with an activity of 1 milli-Curie and the other with an activity of 100 micro-Curie. The Sodium-22 RadioActive Material (RAM) shall be contained and sealed in sealed titanium capsules, each with a thin titanium foil window on one side. The Titanium Source Capsules must be vacuum tight and maintain their vacuum integrity after repeated ambient-vacuum pressure cycling. The design of the Titanium Source Capsule must accommodate the build up of neon gas formed during the decay of Sodium-22. Each Titanium Source Capsule shall be mounted permanently inside a Copper Holder made of copper or a copper/tungsten alloy. The copper holder will contain a mechanism for attaching to an installation Removal Tool. The installation removal Tool must be able to insert, release, re-attach and remove the capsule/Holder assembly into and out from an existing User instrument. Each Capsule/Holder assembly will be supplied in a storage-shipping container made of a high density metal or metal alloy. These Containers must properly shield the source so that it complies with the appropriate Federal shipping regulations. The containers must also provide a mean for installing the sources in a manner that minimizes the user?s exposure to radiation. Each capsule/Holder assembly must be engraved with a unique serial number, in accordance with Federal regulations. The vendor will also provide a non-radioactive Dummy Capsule/Holder Assembly. First Point Scientific, INC is thought to be the only source capable of producing the customized requirements required. The Government intends to solicit and negotiate with Titan sole source under the authority of FAR 6.302-1. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or Contract Specialist identified.
