Description
The purpose of this amendment to Request for Proposal (RFP) #RA133W-06-RP-0093 is to (1) delete references to the requirement for OEM engineering data and technical documentation stated in the Scenario #1, Scenario #2-CLIN 0002 and Scenario #3-CLIN 0002; (2) correct a Federal Acquisition Regulation (FAR) citation in Section M.2, of the RFP; (3) provide the attached list of Original Equipment Manufacturer (OEM) parts and part numbers needed to respond to the RFP and (4) set a new proposal due date of on or before 12:00 p.m. Mountain Time on Monday, July 17, 2006. Accordingly, (1) The Scenarios described in FACTOR 2: TECHNICAL QUALIFICATIONS/ABILITY, beginning on page 31 of Section L.4 1352.215-71 entitled, "PROPOSAL PREPARATION" are revised as described below. (The scenarios are provided in full text with deleted and inserted sections provided within asterisks.) Scenario #1: Inspection of a Complete Radome Model S38-90, Part Number 8531-1, CAGE 15175, for evaluation of its current condition. This is a typical activity for a task order requiring CLIN 0001. Assume the Radome requiring inspection is located at the top of Mount Ashland, in Medford, OR. The Contractor shall explain the approach he will use in conducting the inspection of this WSR-88D Radome. The Contractor shall identify personnel skills, certifications required, and number of personnel needed. DELETE: **The Contractor shall also identify the OEM engineering data and technical documentation required for quality performance of the inspection process, along with what special tools or equipment will be required for conducting the inspection, and length of time required for the inspection process.** INSERT: **The Contactor will describe their inspection process and identify tooling and/or equipment that will be required to conduct the inspection.** The Contractor shall provide a sample inspection report format documenting the results of a typical inspection and the types of information which he will convey to satisfy CDRL A001 & CDRL A002. Scenario #2: Catastrophic Recovery of a Complete Radome, Model S38-90, Part Number 8531-1, CAGE 15175. The Contractor shall provide the following information to demonstrate his technical knowledge and capabilities for performance of this task, separated into two parts reflecting the CLIN 0002 and CLIN 0003 requirements of this contract. The Contractor shall assume that the WSR-88D Radome is located at Andersen AFB, Guam. CLIN 0002 - DELETE: The Contractor shall describe its approach for removal and replacement of a complete Radome. The Contractor shall identify the personnel skills and certifications required, number of personnel required, OEM engineering data and technical documentation required, special tools or equipment required, length of time required. The Contractor will also describe the logistic problems and regulatory issues encountered working at an overseas location. The Contractor will explain how it will confirm that quality work was performed upon completion of the task.** INSERT: The Contractor shall describe its approach for removal and replacement of a complete Radome. The Contractor shall identify the personnel skills, certifications and number of personnel required. The Contractor will also identify tooling and/or equipment that will be required to conduct the repair of the NEXRAD radome. The Contractor will also describe the logistic problems and regulatory issues encountered working at an overseas location. The Contractor will explain how it will confirm that quality work was performed upon completion of the task.** CLIN 0003 - The Contractor shall list all of the parts required for performance of this task by part number and quantity. Parts shall include consumables, expendables and repairable items. The Contractor shall indicate lead time required from time of order to delivery of parts at the WSR-88D Radome site. Scenario #3: Clean and paint a Complete Radome, Model S38-90, Part Number 8531-1, CAGE 15175. The Contractor shall provide the following information to demonstrate its technical knowledge and capabilities for performance of this task, separated into two parts reflecting the CLIN 0002 and CLIN 0003 requirements of this contract. The Contractor shall assume that the WSR-88D Radome is located in Cleveland OH. CLIN 0002- The Contractor shall describe its approach for cleaning and painting entire radome. DELETE: **The Contractor shall identify the personnel skills and certifications required, OEM engineering data and technical documentation required, special tools or equipment required, length of time required, and how the Contractor will confirm that quality work was performed upon completion of the task.** INSERT: ** The Contractor shall identify the personnel skills, certifications, number of personnel required and length of time required to complete task. The Contractor will also identify the tooling and/or equipment that will be required to conduct the repair of the NEXRAD radome.** CLIN 0003 - The Contractor shall list all of the parts and materials required for performance of this task by part number and quantity. Parts shall include consumables, expendables and repairable items. The Contractor shall indicate lead time required from time of order to delivery of parts at the WSR-88D Radome site. (2) The last sentence in Section M.2 1352.215-75 entitled, "BASIS FOR EVALUATION," paragraph a. is revised as follows to correct the FAR citation reference. (It should reference the tradeoff process, not the lowest price technically acceptable source selection process.) The Government will use the best value trade-off process in determining which offer is in the best interest of the Government, in accordance with FAR 15.101-1. (3) See attached list of OEM parts and part numbers.
