Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The SIC is 4142. The NAICS code is 485510. This is a sm all business set aside. This solicitation serves as the Request for Quotation for bus service in the Dugway Proving Ground (DPG) area. Round trip is to pick up in Tooele, take passengers to Dugway Proving Ground, pick up passengers at Dugway and drop off in Tooele, UT. Line item is as follows: Item 0001: Approximate period of performance is from 11 July extending through 26 August. Transports consist of: Four round trip transports per day 11-13 July; 16-21 July; 23-28 July; 6-9 Aug; 13-18 Aug; and 20- 25 Aug. Pick up at Toole at 3:00 pm arrive Dugway 4:30, depart Dugway 2:00am and arrive Toole 3:30 am. Pick up at Toole at 8:00pm arrive Dugway 9:30pm depart Dugway 9:00am arrive Toole 1030am. Pick up at Toole at 5:30am arrive Dugway at 7:00am, depart Dugway 7:00pm arrive Toole 8:30pm. Pick up at Toole at 5:30pm arrive Dugway at 7:00pm, depart Dugway 7:00am arrive Toole 8:30am. Two round trip transports per day 14 July; 22 July; 29 July; 10-11 Aug; 19 Aug; and 26 Aug. Pick up at Toole at 5:30am arriv e Dugway at 7:00am, depart Dugway 7:00pm arrive Toole 8:30pm. Pick up at Toole at 5:30pm arrive Dugway at 7:00pm, depart Dugway 7:00am arrive Toole 8:30am. Approximately 138 round trips bus transfers for approximately 15 to 31 passengers. Vehicles must b e properly registered for use in Utah State. Vendor must be able to provide replacement vehicles and roadside service within 24 hours of notification. Award will be based on the best value to the Government, which includes rental rate, fuel rates, mileage rates, hourly rates, waiver, etc. The Government reserves the right to shift transfer dates and/or cancel completely. Payment shall be based on usage only. Provisions at FAR 52.212-1, Instructions to Offers-Commercial and FAR 52.212-4, Contract Terms an d Conditions-Commercial Items apply to this acquisition. If your company/parent company takes part in the U.S. Government Car Rental Agreement Number 3 managed by the Military Surface Deployment and Distribution Command, state if this agreement will be ho nored. If your company/parent company does not take part in the Agreement, provide in detail the collision and damage coverage of each vehicle. Inclusion of such coverage will be considered when evaluating the best value to the Government. When respond ing with a quote, include whether or not your quote includes such a waiver. Quotes shall include all state and local taxes, fees, etc that are applicable. Offerors need to include a complete copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer (registered in CCR, DUNS Number, Cage Code, and Tax ID Number). The clause at 52.212-5, Contract Terms and Conditions required to implement Statues of Executive Orders-Commercial Items, applies to this acquisition, clauses include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports of Disabled Veterans and Veterans of the Vietnam Era; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
