- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) located in Miami, FL intends to establish a fixed price purchase order for a series of Ecotoxicology Trails/Studies with Sheepshead Minnows and Pinfish exposed to St. Lucie Sediment, Copper, Microcystis and Microcystin project on a sole source basis with Florida International University (FIU) based on the following reasons: 1) The FIU Ecotoxicology Laboratory is a state-of-the-art facility equipped to conduct soil, freshwater, saltwater, estuarine, wetland and sediment ecotoxicity studies to evaluate the acute and chronic effects of chemicals on aquatic and terrestrial species; 2) Dr. Rand currently with FIU contributed to the development of the proposal that led to the award of State funding to NOAA/NMFS under a competitive process in the St. Lucie River Issue Team Initiative; 3) Dr. Rand was associated with the proposal when the award was later confirmed by the South Florida Water Management District; 4) NMFS is unable to go out and find another party; 5) Dr. Rand is internationally recognized for laboratory testing of the effect of chemicals on fish and other aquatic animals: 6) Dr. Rand?s credentials are based on 25 years of research and consulting experience on the toxicological effects, movement and distribution of chemicals including pesticides, metals, petroleum hydrocarbons and pharmaceuticals, in freshwater, saltwater, terrestrial and wetland ecosystems; 7) Among his many publications are several graduate level textbooks on laboratory ecotoxicology methods and risk assessment; 8) FIU ecotoxicology laboratory is within driving distance of the St. Lucie estuarine system, which will allow prompt initiation of all toxicity studies, an important aspect assuring reliable results; 9) This is follow-on work to that conducted in the previous year; 10) Dr. Piero Gardinali at FIU will assist the project and will be responsible for chemical analyses of all sediment samples, he has over 10 years of environmental chemistry experience in the analyses of chemicals in different environmental matrices and in the investigation of their bioavailability and toxicity to aquatic organisms; 11) FIU is the only source in Florida that possess all of the attributes needed to conduct this important project optimally; 12) The opportunity for valuable data collection and toxicological and chemical analyses by FIU scientists intimately familiar with the area would be lost if this project was attempted utilizing another source. The anticipated purchase order will have one base year. Performance period for base year will be from the date of the award through July 30, 2007. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide ecotoxicology trials/studies with sheepshead minnows and pinfish exposed to St. Lucie Sediment, Copper, Microcystis and Microcystin: 2) Demonstrated ability to develop a scientific basis for the use of prevalence of abnormal fish as a biological performance measure; 3) Demonstrated ability to collect sediments for ecotoxicology studies; 4) Demonstrated ability to analyze sediments for contaminants; gather important information about large-scale, ecosystem-level events in order to protect coastal resources when situations occur.
