Description
The Centers for Disease Control, National Institute for Occupational Safety and Health, intends to negotiate on a sole source basis with Mini-Mitter Company, Inc., located in Bend, OR for a physiological monitoring system. This system includes the following: VitalSense monitor with medic mode; vitalsense software with manual and interface cable; core body temperature capsule; dermal patch temperature sensors; monitor fanny pack, neoprene; actiheat basic (heart rate, activity & caloric expenditure); actiheart reader and charger; actiheart software (heart rate, activity, & caloric expenditure); multi-charger unit (charge four actiheart units at one time); and stick-on ECG electrodes. The device shall be capable of simultaneously acquiring and logging digital data whose values represent the following physiological signals: dermal surface temperature, core body temperature, ambient temperature, and heart rate. The device is to be used to monitor worker?s physiological changes in a variety of industrial and non-industrial environments to determine heat strain, when work should stop, and effectiveness of control technologies. In order to determine these changes, simultaneous/synchronized data for all of the physiological signals is statistically analyzed to compare to occupational exposure criteria and to look for trends and correlations. In addition, the device shall be used to monitor individuals during emergency response situations. In order to protect these individuals, the device shall be capable of displaying surface dermal temperature in real time as this measurement is used to determine when work should stop (when using encapsulating suits). Firms that believe they can provide equipment with comparable functionality should identify themselves and give written product information, and address the equipment?s capabilities. This information must be submitted to the contracting officer within 15 days of the publication date of this synopsis. Reference #000HCC52-2006-32473. A determination by the Government not to compete this proposed action, (based on responses to this notice), is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining if a competitive procurement shall be conducted. If the agency determines that a competitive requirement is needed, a Request for Quotations shall be issued to the responders of this notice and a subsequent presolicitation notice shall not be issued.
