Description
The Department of Veterans Affairs in VISN 2 has a requirement for an electronic patient charting and tracking system in our Emergency Departments. The system must be compatible with the VA?s VistA System (Veterans Health Information Systems and Technology Architecture) to improve the charting of patient information more accurately and efficiently as well as have the ability to track patients in real time. The product shall interface with VISTA for the use of VISN 2 providers to template patient ED data entry via a desktop or laptop. The format should allow for easy navigation between patients (i.e. a provider may follow 10 or more patients simultaneously). Secondarily, the product should be able track all patient activity while in the ED. The product must include the following characteristics: 1) Clinical functionality, 2) Physician and Nursing template data entry, 3) Symptom-based ED templates for docs (templates should capture CHS billing requirements and prompts for differential diagnosis), 4) Electronic chart should automatically capture and display relevant CPRS data (allergies, past medical history, medications), 5) Record should stay open for the duration of the ED visit for accurate and efficient data recording, 6) Records should be able to display status of all patients simultaneously, 7) The product shall be compatible to interface with VISTA and input patient data into the Electronic medical record accurately and efficiently, 8) The product shall be capable of tracking patient activity in the ED via input into Vista/CPRS systems, 9) The software product shall create customized reports for volume and time flow analysis, 10) The product shall be tested in at least two sites in VISN 2 with ED functions prior to implementation, one of them being WNY. Other requirements include software applications as follows: 1) Run on Windows XP SP2, 2) No administrator privileges required to run application ?least permission necessary?, 3) No domain trusts allowed, 4) Allow for continuous updates of Microsoft platform, 5) No creation of uncontrolled shares, 6) No read/write FTP services, 7) Clear definition of communication with other network devices (IP?s & TCP ports), 8) Allow for Antivirus scanning, 9) Application capable of running on wireless network as well as on standard PDA devices and compliance with Air Fortress and other applicable security requirements.
