Description

This is a Sources Sought announcement and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U. S. Army Corps of Engineers, Baltimore District, desires to identify 8(a), Hub-zone certified businesses, W omen-owned business, Veteran-owned and Service-Disabled contractors capable of providing Architect-Engineer services in connection with a number of different types of projects. The NAICS Codes and corresponding size standards are 541330 and 541310 ($4,500, 000.00 size standard). The estimated cost range for projects included in this sources sought is $3.0 - $845.0 million. These projects are part of the Base Realignment and Closure 05 (BRAC) implementation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, and if the Government still plans to proceed with the acquisitions, solicitation announcements will be published in the Federal Busin ess Opportunity for the respective projects. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to the solicitation announcement at a later time. Work will consist, but not be limited to, multi-disciplin e A-E services, civil-structural, mechanical-electrical, medical and non-medical laboratories and research facilities, hospitals and medical treatment facilities, museums, information management and electronic communications facilities, recreational and ph ysical fitness facilities, military testing facilities, and child development facilities. Responses should include: (1) Identification of company as 8(a), Hub-zone certified business, Women-owned business, Veteran-owned and/or Service-Disabled with inclus ion of SBA certificate; (2) Past performance information about five (5) completed projects of similar size and scope completed in the past five (5) years; (3) familiarity with presentations to and approval process requiring oversight associated with Nation al Capital Regulatory Agencies, including but not limited to Commission of Fine Arts, National Capital Planning Commission; Advisory Council for Historic Preservation, State Historical Preservation Offices, etc.; (4) experience with task order contracts and handling multiple task orders simultaneously; (5) experience with stormwater management and erosion and sedimentation control in various jurisdictions; (6) knowledge of antiterrorism and force protection requirements; (7) interior design capabilities; (8) preparation of requests for proposals for design-build contracts; and (9) understanding and experience with designs that incorporate practices to meet Leadership in Energy and Environmental Design (LEED) criteria. This notice is to assist the Balti more District, Corps of Engineers in determining potential sources only. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
