Description
SF 330 Applications are invited from engineering firms to provide professional services for design services and construction period services for the interior renovation of portions (approximately 13,500 square feet of existing space) of Building 81 at the American Lake Division of the Puget Sound Health Care System. The design work will involve the consolidation of radiology service to a single location and the renovation of former patient wards into primary care facilities. The design work will also include limited seismic structural upgrades to the building to support the new radiological suite areas. Work includes design of asbestos containing materials abatement including VAT flooring and limited ACM pipe insulation, lead based paint, lead lined walls, and other possible hazardous materials. Design disciplines will include architectural interiors, mechanical, seismic/structural, hazardous material abatement, and electrical. The A/E contractor must provide bid-ready design documents 240 calendar days after A/E contract award. The A/E contractor will responsible for the proper preparation of drawings for inclusion the digital Web site at the Federal Governments Business Opportunities System website. Evaluation and selection will be based on qualifications stated under CBD Numbered Note 24. The selected firm or organization must have significant experience in the design work for the renovation of an existing medical facility. Applicants must be able to demonstrate the credentials of the firm and assigned staff to support the study scope. Special qualifications and selection of firms will place emphasis on design capabilities of firms with previous experience in the seismic retrofitting and renovation existing hospital facilities. Evaluation factors for consideration of qualifications listed in descending order of importance are: (1) Past performance on similar medical facility renovation projects, especially the design of primary care and radiology facilities; (2) Overall design experience and capability with architectural, mechanical, and electrical renovation projects; (3) Qualifications of staff to be assigned, with special emphasis on field personnel to be utilized; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness, maintaining project schedules and project budgets; (6) Location of office supporting project.
