Description

NOAA, NMFS, requires the development of salmon and steelhead recovery plan module for the lower Columbia River and Estuary. Work to include: work with NMFS to analyze, compile and synthesize information necessary to complete estuary recovery plan modules, use existing information to prepare a narrative description with appropriate graphics, develop the limiting factors prioritization scheme through small group discussions with area experts, etc. Period of performance 09/01/2005 ? 12/31/2005. NOAA intends to award this contract on a sole source basis to the Lower Columbia River Estuary Partnership, (LCREP) Portland, OR. LCREP published a Comprehensive Conservation and Management Plan (CCMP) to develop and implement a long-term, balanced conservation plan for the Columbia River Estuary. The CCMP defines LCREP?s mission as to ?preserve and enhance the water quality of the estuary to support its biological and human communities?. LCREP is the primary organization focused entirely on conserving and improving the environment of the Columbia River estuary. LCREP has singular expertise in both local conservation planning in the Columbia River estuary and the ability to convene stakeholders in the Columbia River estuary and therefore it is in NOAA?s opinion uniquely suited to carry out this requirement in the time frame necessary. All responsible parties my submit a bid or proposal to this office. This is a Simplified Acquisition expected not to exceed the Simplified Acquisition Threshold.
