Description
The Plum Island Animal Disease Center (PIADC) is seeking to identify designers, manufacturers, and installers (Contractors) of pre-fabricated biosafety laboratories/facilities including animal holding facilities meeting the requirements of Biosafety Levels (BSL) 2, 3 and 3-Ag including Animal Biosafety Levels (ABSL) 2, 3 and 3 Ag. The intent of this inquiry is to determine the availability of these facilities and their applicability to PIADC operations. Description of Requirements: The qualifications of contractors and the features of the pre-fabricated facilities that PIADC is seeking include; Turn-key installations meeting BMBL, USDA and IACUC guidelines including, but not limited to design and construction for structures, HVAC, HEPA In/out, plumbing, sinks, eyewash stations, lighting, power distribution for equipment and convenience outlets, biological safety cabinets, furniture, autoclaves, sterilization systems etc? for a complete and operating research and diagnostic laboratory. Pre-fabricated in sections that can be shipped over the road and ferried to the PIADC site for installation by vendor. Low maintenance floor, wall, and ceiling surfaces shall meet the requirements of the appropriate BSL space. Must also be suitable for wash down with chemicals followed by disinfection using chlorine based or other aggressive chemical disinfecting compounds. Planning and design support to assist PIADC in finalizing building plans to meet USDA, DHS and other animal research regulations, requirements and standards including but not limited to USDA ARS Facilities Design Standards Manual 242.1-ARS. Professional engineering registration to seal all construction drawings. Engineering support to PIADC or it?s AE to coordinate and design support structures, utilities for successful install of the facility Financial ability to provide construction and performance bonds for the work A minimum of 5 years experience in manufacturing, delivering, installing, and certifying pre-fabricated lab installations is required. An existing installation list for BSL facilities, including reference names and contacts, is to be provided. Based on the information received, discussions with qualified contractors and/or presentations made by contractors, PIADC will determine if a formal solicitation for proposals to design, supply and/or install a pre-fabricated BSL facility is warranted.
