- Request for Proposal, Aviation Antennas The Space & Terrestrial Communications Directorate (STCD) is interested in receiving separate proposals under the BAA Solicitation DAAB07-03-R-P650, Topic S0405, Amendment 0016 entitled Antennas for Tactical and Strategic Military Communications, to develo p the following products: ????? Tunable Wideband Networking Waveform (WNW) antenna, 225 to 2000 or 2500 MHz. ????? Conformal UH-60 Blackhawk VHF antenna. Replacement for FVL10-265, 30 to 174 MHz. ????? Direction finding/communications antenna. Replacements for FMH11-524 and FMH12-524, 30 to 174 MHz. ????? Conformal UH-60 Blackhawk UHF Satcom antenna, 240 to 320 MHz. ????? Passive Wideband Networking Waveform (WNW) antennas, 225 to 2000 MHz. Funding for this solicitation is available in FY 05 and possibly FY06. NJ 07703-5000 Deadline for Submission of Proposals: Proposals are due to CERDEC by 4:00 PM (EDT) on 7 September 2004. Four printed copies and one electronic copy of each proposal is required. The Offeror??????s technical point of contact??????s phone number, fax and email address must be provided on the proposal??????s cover sheet. It is strongly recommended that the CERDEC point-of-contacts (POC) identified for each effort be contacted to schedule face-to-face meetings prior to proposal submission. Descriptions of the solicitation efforts are provided below: Tunable Wideband Networking Waveform (WNW) antenna covering the 225 to 2000 MHz or 225 to 2500MHz range for helicopters and low speed fixed winged aircraft. Antenna gain should be in the +2dBi range in the 225 to 1000MHz frequency region at the horizon and +3 to +5 dBi at the horizon in the 1000 to 2000 or 1000 to 2500 MHz frequency region. The power is 50W CW and the SWR less than 3 units. The tuning word and other antenna information will be determined by the vendor. The delivered product will be tuned us ing a computer interface. This unit does not have to comply with Mil Std 810F but should be designed to be flown on a helicopter for later consideration as a production product. Conformal UH-60 Blackhawk VHF antenna. Replacement for FVL10-265, 30 to 174 MHz.: This product will be designed to replace the existing FVL10-265 antenna on the UH-60 Blackhawk helicopter. The frequency range will be 30 to 174 MHz . The power input will be 70W CW and the SWR less then 3 units. This unit should be designed to meet Mil Std 810F environmental testing. See paragraph below for specifics. Direction finding/communications antenna to replace the currently used FMH11-524 and FMH12-524, 30 to 174 MHz on the UH-60 Blackhawk. This product will be designed to replace the existing FMH11-524 and FMH12-524, 30 to 174 MHz direction finding antenna s ystem on the UH-60 Blackhawk helicopter. The frequency range will be 30 to 174 MHz. The power input will be 70W CW and the SWR less then 3 units. This unit should be designed to meet Mil Std 810F environmental testing. See paragraph below for specifics. Conformal UH-60 Blackhawk UHF SATCOM antenna: This product will be designed to be installed in the auxiliary power unit access door on the top of the UH-60 Helicopter. The unit should measure approximately 14X14X1.5. The gain should be no less than -5 dBi at the horizon +3dBi at 20 deg +5dBi at 40 deg and +5dBi at zenith. The frequency range will be 240 MHz to 320 MHz . The powe r input will be 200W CW and the SWR less then 2.5 units. Polarization is right hand circular. This unit does not have to comply with Mil Std 810F but should be designed to be flown on a helicopter for later consideration as a production product. Passive Wideband Networking Waveform (WNW) antennas and diplexers for Helicopters and low speed fixed winged aircraft. Passive single antenna or multiple antennas connected by a diplexer covering 225 to 2000 MHz or 225 to 2500MHz range for helicopters and low speed fixed winged aircraft. Antenna gain should be in the +1dBi range in the 225 to 1000MHz frequency region at the horizon and +2 to +4 dBi at the horizon in the 1000 to 2000 or 1000 to 2500 MHz frequency region. The power is 50W CW and the SWR less than 3 units. This unit should be designed to meet Mil Std 810F environmental testing. See paragraph below for specifics. Government representatives may request all or only specific items from proposals submitted. Mil STD 810F requirements. The following are the requirements to date, that will be required by either environmental testing, similarity, or analysis, and may change somewhat: 1. Method 500.4, Low Pressure Altitude 2. Method 501.4, High temperature 3. Method 502.4, Low Temperature 4. Method 503.4, Temperature Shock 5. Method 506.4, Rain 6. Method 507.4, Humidity 7. Method 508.5, Fungus 8. Method 509.4, Salt Fog 9. Method 510.4, Sand and Dust 10. Method 511.4, Explosive Atmosphere 11. Method 513.5, Acceleration 12. Method 514.5, Vibration 13. Method 516.5, Shock 14. Method 521.2, Icing, Freezing Rain Deliverables/Schedule: ????? Completed antennas and ancillaries ready to fly on US Army Helicopters. ????? An expenditure report submitted electronically each month. ????? A technical status report submitted electronically each quarter. ????? A final report submitted electronically that includes design, test data, and specification sheets, shall be delivered at the completion of phase I within one month. Program Structure: Phase I: The contractor is to develop the antennas and ancillary devices and provide a prototype in completed form. Antennas and ancillary devices will be submitted for independent government field-testing within 9 months after contract award. Phase II (option): Upon completion of phase I field testing, a Phase II option may be executed to continue with the development and improvement of items considered more technically challenging.
