- The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intends to negotiate on a non-competitive basis with Ms. Adelle B. Roman, 4417 Butterworth Place, North West, Washington, DC 20016, to continue to provide services to coordinate a variety of new and ongoing tasks related to The Women and Gender Research. Ms. Roman has gained an in-depth knowledge of the programmatic planning and coordinating initiatives drug abuse research on women?s health and gender differences; promoting and facilitating high-quality research applications in this area; information sharing within the Institute and among responsiveness to inquires from the Department of Health and Human Services (DHHS), the NIH Office of Research on Women?s Health (ORWH); coordinating Committee on Women?s Health, the scientific research community, and the public; dissemination of research findings to the research community and to the public; and liaison activities with professional organizations. In order to maintain continuity of the work that has already been performed, award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. Background: The Women and Gender Research Coordinator, coordinates within-Institute activities relating to research on women?s health and gender differences, serves as the NIDA representative to the NIH Office of Research on Women?s Health. The Scope of Work is as follows: 1) Guide the Development of a NIDA Initiative on Pharmacotherapy for Pregnant and Lactating Drug-Addicted Women. The contractor shall continue a preliminary review of scientific literature in this area and arrange for the committee to met with federal and non-federal experts on this topics and on underway plans focusing on methadone and buprenorphine management as well as pharmacotherapy for nicotine dependence in pregnant and postpartum women. 2) Guide the Development of a NIDA Initiative on Weight Concerns and Drug Abuse. The contractor shall continue planning the development of a scientific meeting to address this topic, including gender differences in the use of licit (nicotine) or illicit drugs (stimulants) issues for weight control. 3) Identify, Review, Organize and Summarize Research Findings on Women and Gender Differences from the NIDA Director?s Report to Council. The contractor will be responsible for reviewing the Director?s Report for Council, issue quarterly, to be used for various purposes including compilations of findings from 1995 through May 2003, published by OSPC, create summaries and bullets to satisfy various NIDA reporting requirements and process findings from the September 2003 and February 2004 Reports to Council. 4) Update NIDA?S Women and Gender Research Web Site. The contractor will be responsible for the updates of the NIDA?s Women and Gender Research Web Site, which was custom designed by the contractor in 1998. 5) Review NIDA Draft Program Announcements for opportunities to expand NIDA?s portfolio on women and gender differences. The contractor will be responsible for the reviewing of NIDA draft program announcements (Pas) and requests for applications (RFAs). This activity is essential to maximized the promotion of research on women and gender differences in all of NIDA?s Pas and RFA?s. The period of performance is September 2004 through March 2005. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541710, and Size Standard is 500. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
