Description

The 377th Contracting Squadron/LGCM, Kirtland AFB NM is seeking sources capable of performing communications, multimedia, and computer services for the 377th Communications Division, Kirtland AFB, NM. The services to be provided include but are not limited to: The management, operation, maintenance and planning of communications, computer systems, network operations, multimedia services and information management for the 377th Air Base Wing and support to approximately 200 associate units on Kirtland AFB, NM. The successful service provider must perform the following efforts: Telecommunication operations and maintenance, telephone and data communications services, installation, and maintenance of over 2,000,000 cable-pair miles of direct buried, underground and aerial cable; security and maintenance of sensitive cryptographic and teletype equipment; maintenance of storm detection radar, ground-to-air radios as well as land mobile radios; maintenance of base STU-III/STE key systems to include the processing and distribution of approximately 15,000 pieces of mail each month; support of computer communications, network operations and management, computer systems/network architecture and infrastructure planning and implementation, C-4 long haul and local communications; operational and contingency planning to support possible deployment exercises or emergencies; operations of the audiovisual multimedia lab, graphics art services and publications support. Air Force Material Command is implementing an Information Enterprise capability and architecture that will include four regional hubs to support e-messaging requirements. Current NCC operations/processes will be affected as the Information Enterprise concept is implemented. Should Kirtland become a regional hub increased responsibilities for operations and sustainment of messaging hardware/software suites will be required. Even if not selected the NCC will transition from traditional inward looking support to a customer focused service provider role. Firms capable of performing the described services are invited to submit a description of their capabilities and experience. Capability packages should be submitted by 3:00 PM MST (11 August 2003) to 377th Contracting Squadron, 2000 Wyoming Blvd SE, Kirtland AFB NM 87117. Submissions should be limited to 25 pages and provide evidence of similar past and/or present performance to include the names and telephone numbers of references. CONTRACTORS MUST IDENTIFY THEIR BUSINESS TYPE in relation to the applicable North American Industry Classification System code listed below (i.e. Large Business, Small Business, 8(a) or Women Owned Business). The NAICS code for this requirement is 541513 (Computer Facility Management Services) and the corresponding size standard is $21M. Responses will assist the government in determining whether to set-aside/restrict competition in some way or solicit offer from all responsible sources.
