Description
This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTCGHS-03-R-FCG650 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The NAICS code is 519190 with a small business size standard of $6 million dollars. The requirement is for a Firm Fixed Price Type Contract for a period of 12 months, and is a 100% small business set-aside. The Department of Homeland (DHS) is seeking a news clipping and analysis services which provides daily news clipping articles, summarized, compiled and distributed to the senior staff and other interested parties. DHS has a requirement for a professional company capable of reviewing a wide range scope of news outlets, apply understanding of the complex national security environment, edit out duplicate or non critical information to increase information for efficiency of DHS employees, and respond to evolving news and issues relating to DHS and its agencies. Human editing, coverage from television, extracting of critical information, and the indication of where stories run is crucial. News briefings shall be timely, relevant, and focused on the latest development of DHS, including coverage of all of the agencies within DHS. The contractor shall provide a complete and comprehensive review and summary/analysis of news stories on a daily basis from national and local television, newspapers, news wires, internet, publications, magazines, legal journals, radio and specialty press, in electronic form, in accordance with the requirements and deliverables listed herein: 1) Provide a news clipping service that summarizes the day?s news while eliminating redundancy in providing a master human edit of the news articles, 2) Provide a clips package that gives the full-length version of news articles outlined in the news summary, 3) Provide a briefing Monday through Friday by 7:00 a.m. EST which will be top-level coverage of each of the six mission areas. Briefings will not be delivered on weekends or federal holidays, 4) The news summary and clips shall include, but not be limited to, the following topics Department of Homeland Security and the mission areas of the Department including Border and Transportation Security, Science and Technology, Emergency Preparedness and Response, Information Analysis and Infrastructure Protection, U.S. Coast Guard, Secret Service and national security, 5) The summary prepared shall be organized by story and subject, including a customized index divided by subject matter, 6) The final hard copy shall contain the summary, clips and the index and be in a printable format for unlimited distribution, 7) The summary brief shall be sent electronically in a compatible format (MS Word) Monday through Friday (except Federal holidays), by 7 a.m., to five DHS personnel. DHS retains the right to further make unlimited distribution of the final product electronically for internal use only, 8) Summary service shall cover weekends and holidays, with weekend/holiday news presented on the first workday following the weekend/holiday (generally Monday), 9) Create an IP-protected web site that will allow DHS employees to obtain access without requiring usernames or passwords. The web site will maintain a 30+ day archive, and DHS will be authorized to archive its MS Word or Adobe Acrobat files for any length of time it desires, 10) Delivery of the briefings will be provided daily by 7:00 a.m. EST each federal workday, Monday through Friday. The following provisions and clauses apply to this RFP and are incorporated by reference: FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000). The following addenda is added to FAR 52.212-1: (1) Paragraph (b) -- Offerors may choose to submit their RFP on a SF 1449. FAR provision 52.212-2, Evaluation of Commercial Items (JAN 1999) is tailored to read that award will be made to the offeror who provides the best value to the government, price and other factors considered. The following factors, listed in descending order of importance, Technical Capability (Provide a hard copy sample of one day of the new clippling and analysis service to be evaluated for this requirement), Price and Past Performance. Offerors are instructed to include a completed copy of FAR provision 52.212-3 (JUN03), "Offerors Representatives and Certification--Commercial Items with their offer. FAR 52.212-4, Contract Terms and Conditions-- Commercial Items (FEB 2002), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JUN03) applies to this acquisition and the following clauses cited in the clause are applicable to this acquisition: FAR 52.219-6 Notice of Total Small Business Set-Aside; FAR 52.222-26 Equal Opportunity (E.O.11246); FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era (38 U.S.C. 4212); FAR 52.222-36 Affirmative Action for Handicapped Workers (29 U.S.C. 793); FAR 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); FAR 52.225-5 Trade Agreements (19 U.S.C. 2501, et seq., 19 U.S.C. 3301 note), 52.232-33 Payment by Electronic Funds Transfer ? Central Contractor Registration (31 U.S.C. 3332). RFP must comply with Section 508 Accessibility Standards (see http://www.section508.gov.)
