Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Anthony Blasej, Valley Center, CA, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to investigate and produce two written reports pursuant to developing a basis for characterizing and classifying manufacturing integration methods. Report one will cover the integration characterization methodology and report two will cover a characterization of integration activities. The contractor is a world-renowned leader and developer in the areas of enterprise integration, application-to-application, and business-to-business standards for manufacturing enterprises and was an industrial liaison in the Open Applications Group, responsible for tracking systems integration efforts across manufacturing and other industrial sectors. An inherent knowledge of ebXML standards, OAG standards and RosettaNet standards coupled with the knowledge of manufacturing integration projects enables the contractor to be uniquely positioned to undertake the writing tasks. A fixed price Purchase Order will be issued 10 days or later from the date of this posting with a six month performance period and a three month option period to write a third report covering the detailed integration scenario analysis. The NAICS code for this acquisition is 561410 and the size standard is $6.0 mil. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No RFQ is available. See note 26.
