- Subject Solicitation will be issued on an Unrestricted basis. Item: Seal, Wrist 62/P. NSNs: 8475-01-315-9428(s). This item requires ENGINEERING SOURCE APPROVAL (ESA) by the Design Control Activity. Items are to be made in accordance with the applicable drawings: (1) 1725AS101, Rev C, Dated 05/22/2002. Any contractor who would like to be considered for Engineering Source Approval, contact Melisa Hoffman at (215) 737-7846. Solicitation will be issued as an Indefinite Delivery Indefinite Quantity contract with three option years. Base year minimum quantity is 2,748 pairs. Base year maximum quantity is 7,000 pairs. Each of the three (3) term option years has a minimum quantity of 3,000 pairs and a maximum quantity of 7,000 pairs. Award will be made using Low Price Technically Acceptable Source Selection Procedures. First Articles will be required. Eight (8) Deliveries are required beginning 90 days after date of award and every thirty days thereafter. FOB Destination applies. Destinations are Defense Depots New Cumberland, PA and Tracy, CA. All materials are to be contractor furnished. Anticipated solicitation issuance date is April 28, 2003 (estimated). The deadline for receipt of offers will be 30 days from date of solicitation issuance. All responsible sources may submit a bid, proposal, or quotation and shall be considered by the agency. Numbered Notes 9, 13, 23, and 26 Apply. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER April 28, 2003 (estimated). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
