- Description
- The National Science Foundation (NSF) wishes to investigate the feasibility of developing alternative sources for provision of the database used in production of Congressionally-mandated reports and ad hoc studies of scientific activity, both domestic and international. (For an example, refer to Science and Engineering Indicators 2002 on http://www.nsf.gov/sbe/srs/seind02/start.htm.) Such database should (1) index journal citations from both print and electronic sources to allow analysis of research program performance by countries, institutions, corporations and individual researchers; (2) include data relevant to the social sciences. It is the intent of the NSF to transfer such licensed data, under suitable safeguards, for use by its contractor in the production of the reports described above. The NSF anticipates that a contract for this service will have a period of performance of one (1) year, with four (4) one-year options, for a total period of performance of five (5) years. This notice does not constitute an Invitation for Bid (IFB) or Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government will not reimburse contractors for any cost incurred for their participation in this Sources Sought Notice. Statements of interest and capabilities, as well as organizational points of contact, should be sent to the attention of the contracting officer indicated below, within fifteen (15) days of the date of this announcement. The U.S. Government will not pay for information received, and all materials submitted will become the property of the U.S. Government. The U.S. Government reserves the right to retain the work in-house and make no contract award. Point of contact: Patrick Welsh, Contracting Officer; Phone: 202-292-4588; email: pwelsh@nsf.gov.
