Description
NAICS Code: 541710 The Environmental Protection Agency (EPA) wishes to re-code the existing SAS-code Stochastic Human Exposure and Dose Simulation (SHEDS)/P into C++ and develop a new code to efficiently fit statistical distributions to data in order to address variability and uncertainty inherent in exposure data. The solicitation number is RFQ-RT-02-00179 and this solicitation is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industry Classification System (NAICS) code is 541710 which has a size standard of 500 employees to qualify as a small business; however, it is anticipated that the contract will be awarded as a result of full and open competition. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. The contractor shall undertake efforts that include, but are not limited to: 1) Acquire and become familiar with the existing SHEDS/P SAS code and develop a quality assurance project plan to convert the program to C++; 2) Recode/expand SHEDS/P into C++ and develop Graphical User Interfaces (GUIs) in Visual C++; 3) Develop new distribution modules to address variability and uncertainty; 4) Compare the SAS and C++ versions of SHEDS/P; and 5) Apply the new C++ SHEDS/P model to Children's Total Exposure to Persistent Pesticides (CTEPP) data. The price proposed by the offeror shall be reasonable and appropriate for the types and amounts of resources required to complete the project within the time period specified in the Statement of Work.
